About the role

VE3 is seeking an experienced Oracle Payroll Developer / Technical Consultant to support the development, configuration, integration and ongoing improvement of Oracle Payroll solutions within a secure client environment.

You will work with payroll specialists, business analysts and technical teams to translate business requirements into reliable solutions, ensuring payroll changes are accurate, thoroughly tested and maintainable.

Requirements

Key responsibilities:

• Analyse payroll requirements and produce functional specifications, technical designs and impact assessments.

• Configure and enhance Oracle Payroll, including payroll elements, balances, calculation rules and Fast Formulas.

• Develop and maintain integrations between payroll, HR, finance, pensions and third-party systems.

• Build and support payroll reports, extracts, reconciliation outputs and operational controls.

• Investigate payroll calculation issues, interface failures and data discrepancies, identifying root causes and implementing fixes.

• Support data migration, transformation, validation and reconciliation.

• Undertake unit and system integration testing and support user acceptance testing, regression testing and parallel payroll runs.

• Assess the impact of Oracle updates and payroll changes, supporting controlled deployment into production.

• Collaborate with payroll teams during critical processing periods and support incident resolution.

• Maintain technical documentation, configuration records, deployment instructions and support handover materials.

• Follow client requirements for security, access control, change management and handling sensitive employee data.

Essential skills and experience:

• Proven hands-on experience developing, implementing or supporting Oracle Payroll, within Oracle Fusion Cloud HCM Payroll or Oracle E-Business Suite HRMS/Payroll, aligned to the client platform.

• Strong experience with Oracle Fast Formula, payroll elements, balances and payroll processing.

• Experience translating payroll requirements into effective configuration and technical solutions.

• Strong SQL skills for reporting, data analysis and reconciliation, using tools and access methods appropriate to the platform.

• Experience developing and supporting interfaces, data loads, extracts and reports.

• Practical understanding of UK payroll, including PAYE, National Insurance, statutory payments, pensions and HMRC reporting.

• Experience troubleshooting payroll issues and validating changes through structured testing and reconciliation.

• Experience working with sensitive payroll data in an environment with controlled access and formal release processes.

• Strong communication skills and the ability to work directly with technical colleagues and payroll stakeholders.

• Current SC clearance, subject to verification and client acceptance before deployment.

Platform-specific technical experience

For Oracle Fusion Cloud HCM Payroll assignments:

• HCM Extracts, HCM Data Loader (HDL), BI Publisher and OTBI.

• Payroll flows, Fast Formulas and integration with related HCM modules.

• REST/SOAP services and Oracle Integration Cloud or equivalent integration tooling.

• Quarterly release impact assessment and regression testing.

For Oracle E-Business Suite Payroll assignments:

• PL/SQL, Oracle APIs, concurrent programmes and relevant HRMS/Payroll data structures.

• Fast Formulas, interfaces, custom reports and approved extensions.

• Payroll patch impact assessment, testing and deployment support.

Candidates should demonstrate depth in the platform relevant to the assignment; experience across both is advantageous.

Desirable experience

• Delivery within UK government, public sector or other secure environments.

• Oracle Payroll implementation, migration or major upgrade projects.

• Integration with Oracle Financials, time and absence systems, pension providers and banking interfaces.

• Payroll costing, retrospective calculations and complex reconciliation.

• Relevant Oracle HCM or Payroll certification.

• Agile delivery, version control and structured release management.
